Consumer-directed exchange (CDEx) is a new paradigm for health information exchange that is now emerging as a result of the automation of an individuals right of access to revive their own electronic heath care information.

Historically interoperability has been focused on provider centric data exchange but consumer-directed exchange represents a different paradigm. Data sharing between providers and other covered-entities is optional and does not require consumer consent beyond a simple HIPAA release form. With CDEx, a covered entity receiving a valid individual right of access request from a consumer is required to provide the health data requested, in any available form requested, to any third-party app, service, researcher, or other entity designated by the consumer.

CDEx, once operational, has potential to empower information sharing capabilities which can benefit consumers and the many organizations which serve their health and wellness needs.
